Do I need a plumber to install a water filter?
For a lot of water filtration, no. An inline fridge filter is a five-minute job. An under-sink filter on an existing isolation valve is an afternoon. A fridge cartridge does not even count as a job.
For some of it, yes, and the reasons are not about difficulty so much as about consequences. Anything cutting into the rising main, anything touching a drain connection, and anything drilling a stone worktop belongs with someone who does it every week.

The three lines you should not cross
Cutting into the rising main. Everything downstream of your stopcock can be isolated. The rising main itself cannot, other than at the stopcock — and if that is seized, which in older properties it very often is, you have no way to stop what happens next. Whole-house filters, softeners and bypass loops all live here.
Drain connections. Reverse osmosis and softeners both discharge to waste, and the connection has to be made so that waste water can never siphon back into the drinking supply. That is a backflow protection requirement under the Water Supply (Water Fittings) Regulations 1999, and getting it wrong means you have plumbed a contamination route into your own drinking water. It is not a difficult job. It is a job with a consequence you would not detect.
Drilling stone. A hole cutter through granite, quartz or composite is a specialist operation. Chipping is permanent and a replacement worktop costs many times what the plumber would have.
What the regulations actually require
In England and Wales, the Water Supply (Water Fittings) Regulations 1999 govern work on plumbing connected to the public supply. They are about preventing waste, misuse and contamination of the mains, and they apply whoever does the work — there is no DIY exemption.
You are also required to notify your water supplier in advance of certain work, which includes some installations of the kind covered here. Using a plumber approved under WaterSafe or WIAPS removes that burden: approved contractors can self-certify their work.
Scotland and Northern Ireland have their own equivalent frameworks. The principle is the same; the paperwork is not.
None of this makes competent DIY unlawful. It does mean that if you are cutting into the supply pipe, you are taking on a regulatory responsibility as well as a practical one.
When a plumber is worth it even where DIY is possible
If a heating engineer is already coming to service the boiler, have them fit the scale inhibitor. It takes them twenty minutes, it goes on the paperwork, and that paperwork is what you will want if a warranty claim ever turns on whether scale protection was fitted.
If the pipework under your sink is old copper, or you have any reason to think there is lead in the property, get someone to look before disturbing it.
And if you simply do not want to spend a Saturday under a sink with a bucket, that is a perfectly good reason. The jobs above are rated on difficulty, not on obligation.
